Conference Name Emergency and Non-Emergency Haying and Grazing on CRP Land

Summary

Land enrolled in the USDA Farm Service Agency’s Conservation Reserve Program (CRP) is restricted in its use. However, some haying and grazing of CRP lands is allowed in many circumstances, including under Emergency and Non-Emergency Haying and Grazing provisions in the General and Continuous CRP subprograms. We summarize the use of CRP Emergency and Non-Emergency Haying and Grazing from 2016-2023. During that time, emergency use has expanded during times of drought, and has been concentrated in areas where drought has been the most severe. Non-Emergency use does not follow obvious spatial patterns. Both provisions, but especially Emergency Haying and Grazing, can help producers respond to drought and other natural disasters by expanding local feed supply.
