Assessing Impact of Feral Swine Eradication and Control Pilot Program (FSCP)
It has been estimated that feral swine (hogs) cause damages ranging from hundreds of millions to billions of dollars annually. To mitigate these damages, the 2018 Farm Bill established the Feral Swine Eradication and Control Pilot Program (FSCP), which was focused on removing feral hogs and restoring damaged property. However, to our knowledge, no study has assessed the impact of this program. Therefore, we conduct a quasi-experimental analysis of FSCP on crop damages using crop insurance data and a staggered difference-in-difference model. Specifically, we test if the implementing the FSCP reduced crop insurance indemnities in eligible counties before and after it was implemented. Since implemented the FSCP did reduce insurance losses for corn and a few crops saw year to year changes as the program phased in. The continuation or expansion of the FSCP is being discussed in the upcoming 2023 Farm Bill. Thus, this analysis provides policy makers with a timely analysis of the FSCP impact on crop damages.
