Summary
The Western Extension Risk Management Education (ERME) Resource Guide was developed to support Native and Veteran producers across the Western Region, including 13 states and U.S.-affiliated Pacific Islands. Given the region’s agricultural diversity—ranging from coastal fisheries and desert farming to cattle ranching and specialty crops—producers face common challenges in managing uncertainty and mitigating risks that threaten long-term viability. This guide introduces the five categories of agricultural risk identified in the ERME framework: production, marketing, financial, legal, and human. It emphasizes practical strategies to strengthen resilience, such as crop insurance enrollment, market diversification, financial planning, and succession preparation. The resource guide further provides an overview of USDA Risk Management Agency (RMA) programs, including Whole-Farm Revenue Protection, Micro Farm, and Livestock Risk Protection, as well as the Noninsured Crop Disaster Assistance Program administered by the Farm Service Agency. Regional contact information, tribal extension support, and partner organizations such as the Intertribal Agriculture Council and Farmer Veteran Coalition are included to help producers access technical assistance and build sustainable operations. By combining education, risk management tools, and culturally relevant support, this guide equips Native and Veteran producers with resources to protect their livelihoods, strengthen food sovereignty, and ensure intergenerational continuity in agriculture.
