Conference Name Farm Bill Update

Nathan Hulinsky

Summary

This breakout session will provide an in-depth overview of the most recent changes and updates to the farm bill. As a major federal legislative package, the farm bill establishes a critical safety net for farmers and is organized into twelve distinct titles. This session will focus specifically on Title I – Commodities.
Under Title I, farmers make annual elections between the two primary commodity support programs: Agricultural Risk Coverage (ARC) and Price Loss Coverage (PLC). These programs apply to twenty-two covered commodities and play a central role in risk management on the farm.
The One Big Beautiful Bill, signed into law on July 4, 2025, introduced substantial revisions to farm bill provisions, despite the underlying farm bill itself not being formally extended. Key updates include increased reference prices, higher total payment limits, enhanced ARC maximum payments and county revenue percentages, and the addition of 30 million new base acres.
This session will break down these changes, explain the updated ARC and PLC formulas, and outline the practical implications for farmers. Participants will gain the information they need to evaluate their options and make informed program decisions tailored to their farm’s risk profile and operational goals.
